Proposed approach
Adopt the Contributor Covenant v2.1. Reference the same contact as SECURITY.md (#8). Link from the README.
Acceptance criteria
CODE_OF_CONDUCT.md present, unmodified Contributor Covenant v2.1 with contact filled in.
