upgrade to reth 1.10

Reth 1.10 was released, we should upgrade and test to make sure the previous issues we had in v1.9 are no longer an issue.

In 1.9 we had two issues:

1. when we disabled discovery on reth, transaction propagation no longer worked requiring the users to always submit to the sequencer.
2. we had non deterministic apphashes, it was unclear the reason this was the case. we debugged for a while then decided to revert to the 1.8 line.

the above two issues should be tested prior to release
