Handling failures in block processing

We have quite a few questions to decide on this topic:
1) When to abort execution (e.g. when receiving a deposit structure in the API or at the end of execution when deposits are processed?)
2) What happens to failed blocks?
3) How/when to charge for execution?
4) How to represent any of these in yaml?
