Settings

The "Settings" link in the sidebar navigation is currently disabled. We should enable settings with at least a couple of options.

Discussion:

• Time zone override?
• Dark/light theme override?
• Optional profanity & hate speech filter (application-level)
• Search & algorithm settings
• Default language (needs i18n)
