Discuss stopping during Time Trial to not break the uninterrupted chain

We have been allowing stopping the car for reconfiguration without breaking the chain, as long as they stop for 5 or more seconds. Open to discussion

Stops to avoid crash need to be flagged separately. Ideally stops to avoid crashing should be forbidden, but it is understandable that in certain cases they may want to avoid a crash. As such, a 5-second penalty should also be enforced, paired with a "crash" flag for that lap (i.e crashless streak is broken).

One deciding factor could actually be "what does the team do afterwards" -- if they stop the car before the crash, I assume they need to manually move it. In case it can recover itself (without manual intervention), it should not be considered a crash. (?)
