How to add a plugin to the default alt directory?

How does a plugin author get their plugin on the default alternative plugin directory provided by this plugin? Going to the URL lets me sign up for an account and retrieve an API token but from there the steps are unclear how the workflow works, without going through the process. Thanks.

The directory is currently using AspirePress' services, so it's a mirror of .org

Our MVP was the plugin, but phase two is that protocol for hosting your own node and so on.
