Right now, out of necessity, we have settings for Avatars on discussion settings pages per site.
Think of this on a broader level of how multisites are often used, we should consider making a network settings page with the first two options:
- Allow per-site control of Avatars
- Control avatars globally
Per site is default.
We could later add in options for other features. While I support decisions not options, Multisite is different beast.
Alternatively, a define override would work.
