When migrating to 2.5 the upgrading process will never finalize

I have 2 issues

1. Under parameters I can only upgrade to joomla 2.5....i thought you shoul dbe able to have options of 1.6 & 1.7 alos
2. When migrating to 2.5 the upgrading process will never finalize. It just keeps loading and loading and will never finish. Its a completely new site with no contenet. Why is this happening?

• Joomla 1.6 and 1.7 aren't supported anymore by anyone.
• Enable debug output from JUpgrade and you should see where it fails. You're probably running out of memory, or that's the most common reason.
