cln: switch to cmake build_system and fix 1.3.7 build #8

Summary
cln uses currrently autotools as build_system, cmake is now the new build system and cln 1.3.7 builds properly with it which is not the case with autotools
Rationale
it is related to the fact that cln 1.3.7 does not build with autotools using spack
Description
the solution is to support cmake build_system starting from a few version back
