Update snoopy to use only the latest image from podtracer #71
To avoid double rebuilds on snoopy-operator we need to use only podtracer latest tag. That should represent the code on the master branch for podtracer with its version tag and latest at the same time. Every new tag release should overwrite latest and also gain the latest tag.
