EXTERNAL: job submission infrastructure should hold job with helpful message if internal Apptainer container can't start

As a part of solving #560, an idea that was raised is to make sure our job submission infrastructure holds jobs that can't start their Apptainer containers with a helpful message. This will be two parts in the case of Fermilab submissions:

1. Docker containers (at FNAL)
2. As a GlideinWMS check script (FNAL submissions offsite)
