Document "load limit" for jobs using data dispatcher

@rlcee has requested documentation of the "load limit" parameter for jobs using data dispatcher

"load_limit" is a feature of the fife_wrap data_dispatcher implementation, that Jake Calcutt wrote, and some POMS code to pass it in. It looks to me like he's pre-fetching the "load_limit" of files from the data_dispatcher project before starting to run executables(?). We probably need to ask Jake about it, and get it documented both in fife-utils and POMS.
