Monitor settling of CDN payment rails

1. Periodically obtain the time elapsed since a rail was settled (use the maximum time across all active data sets) and write this number to InfluxDB.
2. Create a Grafana chart to visualise that metric
3. Create a Grafana alert to let us know when we are not able to settle payment rails frequently enough

This is a follow-up for #83
