Bug: "Send to" menu is empty

Steps To Reproduce

1. Right-click on any file or folder in Files.
2. Select "Send to" from the context menu.

I have two computers with Files installed, and the "Send to" function works fine on the other computer. I don't know what's causing this issue.

Thanks for the report,

• Do you have the same items in the send to menu on your other computer?
• Can you try restarting Files from Right click the system tray icon > Quit or find Files in Task manager

This is the content of the 'Send To' menu on another computer. On the problematic computer, I closed Files and even restarted the machine, but that doesn't seem to have fixed the issue. I'll test it again on Monday.

Today I powered on my computer and checked again—the "Send to" menu is still empty. However, when I open the "Send to" folder using the path `%AppData%\Microsoft\Windows\SendTo`, I find that it actually contains items.

My further attempts just now:

1. Uninstalled Files, and used a third-party security software to clean up unused registry entries, then restarted the computer.
2. Reinstalled using "Files.stable.appinstaller".
3. Right‑clicked any file on the desktop, and the "Send to" menu still appears empty.
