There is no standard way to deactivate the Contact page (contact.php) if not needed.
There's a workaround documented on the wiki, but this is quite manual, and it won't survive the next update.
The Admin Area should have an option to activate/deactivate the Contact page. If deactivated there, calling contact.php should result in a 404.
