make bootstrap work to compile magic

According to this page, nos build/bootstrap should compile magic into dynamic libraries, however, this script is not self contained (not able to run now), and on my computer (MacOS 11), it does not produce any file.

Progress

• require namespace in repl
• use clojure.core/compile to compile a dummy namespace, works fine for mono and dotnet.core 5.0
• compile a stdlib namespace
• compile all namespaces specified in build.clj

problem so far: while it works for hello, world namespace, (compile 'clojure.core) just print out the namespace name, without any output file produced.

I suggest :

1. in build namespace of magic
   comment out all the local loads such as the def local-load-path and the require files.

2. in nostrand

• use the mono version (net471) by creating the nos with the path to nostrand/bin/x64/Debug/net471/Nostrand.exe
• in the nostrand core namespace, change assembly-load to assembly-load-from in the reference* function

3. For Clojure.Runtime
   I added the IL nugget package:

nuget install Lokad.ILPack -OutputDirectory ~/.nuget/NuGet/
mv Lokad.ILPack.0.1.6/ Lokad.ILPack

The package need to be named without the version hence the mv.

New progress: After add one `println` into `clojure.set`, I can successfully compile this namespace, it looks like a bug for `compile`. Though I can not compile `clojure.core` yet using same method, because `(:require ‘clojure.core :reload)` raises exception.
