As a user, I want to filter out completed ideas from the random idea page

so that I don't keep seeing the same ideas over and over again.

Acceptance Criteria

Given a user is on the random idea page
And has at least 1 idea marked as completed
And selects the option to filter out completed ideas

When the user rejects an idea
Then no completed ideas are shown to the user

Definition of Done

• UI Sketches are complete.
• Development work is completed.
• Unit tests pass.
• User acceptance tests pass.
• Passes acceptance criteria and aligns with project requirements.
• Pull Request is complete.

There is a dropdown included that allows the user to choose to include completed ideas in the shuffle.
