Package.xml not created

Describe the bug
On starting a brand new webconsole experience, the manifest/package.xml isn't generated.

To Reproduce
Steps to reproduce the behavior:

1. Create new partial sandbox
2. Enable Web Console in Settings.
3. On a user that can open Web Console, open it by clicking the Gear icon, and selecting Web Console as described here.
4. After loading, open Explorer in Web Console.

Expected behavior
There should be a manifest folder with package.xml file inside.

Additional context
I was able to use the org browser to download the classes metadata and it appeared as expected in the Explorer.
