Feature request: Bonds

I'm working on adding "1800" to the game list.

One of the features it uses is bonds. This seems to be different from the bonds of the 1830 "bonds" variant at http://www.fernuni-hagen.de/FTB/dc/docu/18xx/games/e1830bon.txt

It seems to me that the 1800 bonds behave like privates, and I think
they should be treated similarly.

I agree, more or less. Some catches:

1. The bond certificates are purchasable by the company president only (kept if presidency changes)
2. Bond dividends (from the bank) may be split between company and certificate holder -- total is $50 but may be freely split.
3. Bond certificate does not count toward the held certificate count.
