The queries used for generating tool usage stats also include jobs in the deleted state. The numbers are then consolidated into something like "Suite runs (usegalaxy.eu)".
If I understand it correctly, a deleted job was never fully run into either success or error state. It was either interrupted while running or deleted from the queue before it was scheduled. I understand that jobs in error state are also fully run, but at least they were started.
If my understanding of the deleted jobs is correct, then IMO the jobs in deleted state should not be counted towards "Suite runs" because they were never fully run or sometimes not even started :)
