AS A user / developer
I WANT to use podman instead of docker
SO THAT i am independent of dockert's licensing choices
AND do not have to think whether an 'individual developer' qualifies as professional use.
✅ Acceptance criteria
I can install scaf and use scaf-created projects on a system with only podman, but not docker installed.
