Reason for updating

We are a few release behind. I updated it a bit on #9083. This new version has pyproject.toml and for some reason Cython is pinned on 3.1.1 (We are on 3.2.5).

Getting around the cython thing is easy (thanks, Arch!). Unfortunately, like Arch, we are also blocked by grpc/grpc#41755. I'm not seeing how exactly Arch is getting their package to build; as far as I can tell, the problem isn't being patched or otherwise worked around in their packages.
