Add a New Install Welcome Screen

Problem:
New users, especially new from Windows like I was, need a bit more upfront to get introduced to the distro. Especially an independent one like Solus as it has some unique features/tooling that are different. Like what is stateless? What is eopkg? How to request this or that.

Solution:
A welcome screen that brings some of the general information that users new to Solus would help. Help reinforce what Solus is about because honestly I think most people don't really know. Yeah some will just ignore the welcome screen, but I think it is a nice to have and shows Solus off a but.

Other:
This may just be me, but even as a newer Linux user who tried other distros first, it was one of the little things that I missed when I tried Solus. That said, I really like Solus and that is the reason I post this. The team does a great job. I do apologize if this should have been a forum post, but to me it is something that I believe is missing. If I am mistaken, please close the issue.

I do have something like this in the work but it has been put in the back burner for now. Mainly because of my limited ability in coding. But yes, this is a good idea and we certainly want to have a simple welcome screen for Solus ISO. Thank you for creating this issue. Cheers!

I was actually playing around with some AI mockups for this recently, using the old Solus Software Center as a base image. I think a welcome application is a great idea.

From a development perspective, my initial thought was Python with either GTK or Qt. While Rust is certainly popular at the moment, I think Python would make the project more approachable for potential contributors and easier to maintain over time. For an application like a welcome screen, I'd personally prioritise accessibility and ease of contribution over raw performance.

I'm happy to help where I can. Most of my personal projects are written in Nim, but I also have a reasonable amount of experience with Python, Pascal, and a few other languages. Rust isn't really part of my toolkit, so I probably wouldn't be much help on that side of things, but I'd be happy to contribute ideas, UX feedback, testing, or development if the project ends up using technologies I'm familiar with.
