Why should this be included in the repository?
Runtime libraries for the NPUs on Ryzen AI processors. Kernel driver already included since Linux 7.0. Most common use case is to run local LLMs on laptops (and the framework desktop).

What kind of user will use this package, and how many users do you think will use this package?
All users with that are running on Ryzen AI processors. This allows them to run ML models without taking up any precious GPU resources. Anyone interested in running small local models would benefit from having this package.
