remote users are not longer kept anonymous when a report is made

what should happen:

when a remote user reports one of our own, the reporter's name should not be revealed to us.

what happened:

a remote user's name was revealed to us in the notification about the report.

reproduce:

be a moderator on an instance. from another instance, report your account registered on the first instance. check your notifications on the first instance.

This is an issue shared with upstream. But in short, the issue is that the client displays the reporter account while we'd prefer displaying the instance name as a whole.

Anonymity however is to be enforced by the server issuing the report, not by the server receiving it.

For instance, Mastodon sends reports using an internal actor not representing a particular user, and this hasn't changed.
