Extend docs with app approval flow

As a developer i want to get my app added to the golem docker repository so i do not have to ask providers to whitelist my app.

- Document a flow how to submit an app to golem so it can be reviewed, approved and uploaded to our docker hub. This way the image is whitelisted by default.
