Objective
Governments know the distribution of the population, however due to statistical secrecy this information cannot be reported. It is done by grouping the information in a grid.
However, a methodology is necesary to quickly know which population is affected in an emergency, in order to act proportionately.
The purpose is to know from the grouped population in a grid , how much people live is in a buildings of an affected area.
