Snowman patch release impacting Govdirectory

Snowman 0.7.1 was just released, this patch release fixes an issue affecting Govdirectory builds so it's highly recommended to update Snowman.

@Abbe98 Is Snowman 0.7.1 the minimum required version for Govdirectory?
If so the versionMin in publiccode.yml should be changed.

Yes, I think we can consider it the minimum required version although it will mostly be fine with older versions.
