Apps notification toggle

Investigate how this can be done and if the existing bridget functions (bridget repo) can be used. It should appear in the header before the match starts and while the match is in progress (but not in post match stage)

Use the same design that's used for notifications in live blogs

Discussed in Apps/Web stand-up, could do with a small spike on MSS to determine best approach. Need to consider how we reflect in UI of sport liveblogs where user is already signed up for team notifications.

Chatting with @JamieB-gu and @jamesmockett we're not sure if the football live blog notification is triggered the same way that match info notification is toggled OR if it's related to the actual live blog updates? Lets check this with the Apps developers
