It'd be neat to track who's in channel when, and say welcome during the next lull in conversation whenever someone not previously seen in-channel joins in.
Perhaps we could graph who flaps when, track nick changes, and so forth?

This sounds awesome. Initially we could start with a pause of 10 minutes and adjust accordingly. Maybe have the plugin eventually learn about when a good time to chime in per channel would be.
