[Feature] Allow for user created notes on updates #4
Description

Proposal
When an update is requested, before the update proceeds the script should allow a user to create any notes and provide a link to the changelog. This should then be displayed to the user on future updates.
Motivation and context
Some containers require may require extra steps before simply doing a docker pull. Additionally a direct link to the projects changelog allows the user to assess if there are any breaking changes that need addressing.
