The application currently misses administrator's work hours tracking. This tracking could be done separately from usual attendances, but there are a lot similarities between these: date time interval, a user associated (also see #35). So we might as well uniform these things.
Implementation draft
Work attendance is essentially same usual attendance except that the associated user is an administrator and it should also redundantly be marked as a work attendance for future development.
