'bundle install' fails on x64 Ruby200 + 4.7.2 SDK installations

Build fails on 'libxml-ruby (2.4.0)' with an error "ruby ld.exe: cannot find -lsocket".

I've double checked to ensure that I got the right SDK for my Ruby installation.
