Add announcement update workflow to Windmill

• We may add Windmill for various workflows internally.
• The workflow to update the announcement for a tool would take access/secret key as variables, plus:
  • The tool to make the announcement for.
  • Announcement title
  • Announcement text
  • Announcement type (selectable from options like warning, success, etc.
• The workflow would:
  • Push new JSON to S3 bucket hot-annoucements, path field-tm.json.
  • Invalidate cloudfront distribution EXZ1AE8I9DFNJ for the json path.
