configure_outputs param missing

Hi @tfhartmann I think the merge was missed from your feature branch that allowed to make outputs.conf optional via configure_outputs param as per closed issue #54
Im not seeing this parameter in init.pp or params.pp in master or 1.7.0 tag.

@aamerik just confirming, the second forge release on Jul7 resolved this didn't it? (don't want to close if I didn't cut the release like I said I was going to! )
