♻️ Move Vite plugins to dev package

Consolidates all Vite plugins (decorators, signalrgb, logo, build-config) from
the root plugins/ directory into packages/dev/plugins/, improving the monorepo
structure. Updates vite.config.ts imports to reference the new location.
