Edit milestone bug

Describe the bug
When creating a CPS project, if you edit a milestone the milestoneId is lost and you get a tx estimation error when submitting.

To Reproduce
Steps to reproduce the behavior:

1. Create a project
2. Add a milestone
3. Edit the milestone
4. Attempt to submit the project
