How do we "cancel/close" an issue from an epic?

I used the il plan --yolo from OpenClaw and it created this epic (helixclaw/2keychains#48). Upon reviewing it, I decided a sub-task wasn't needed so I closed it. However, when I ran the the swarm, it reopened and implemented it (helixclaw/2keychains#56).

Should I have deleted it instead? I left a detailed comment explaining why it was closed, but it appears it never read it.

This is not needed because nobody has ever set up an unencrypted store yet. This project is still in the development phase. We don't need to migrate any existing user data.

If it had, it may not have reopened it.

@acreeger If you are perplexed too, I can try to dig through the session logs to try and understand it better if you'd like.

Best way would be to go in to planning mode and ask it to make changes - I don't know why it re-opened it! I've not tested that scenario out before!
