New linting rules

• tags should match the regex ^[a-z,-,_]*$
• categories should match the regex ^[A-Z][a-z,-,_]*$
• The linter should be able to fix the following:
  • lowercasing of tags
  • Capitalization of Categories
  • Replacing spaces in tags or categories with _
