[Feature]: Starter Park for Existing Projects

What problem are you trying to solve?

I want to bring OpenKnowledge to an existing project so I can convert all current docs (ADRs, SPEC.md, etc.) to the OpenKnowledge Software Cycle starter pack templates, but don't get the option. Not sure on the best UX for this, but at minimum, the individual templates should be available in the NEW TEMPLATE section.

Creating a fake project with the starter pack templates, then copy all the source documents over by hand.
