Subject: [PATCH] docs(readme): link "file an issue" to the issue chooser
 (#2216)

Point "file an issue" in Support at the public repo's issue chooser
(.github/ISSUE_TEMPLATE: bug_report + feature_request). Also folds in pending
README edits and a WYSIWYG typo fix.
