Compare init_attr==curr_attr not needed?

#831 seem to be referring old version of spec when we have MigTDData defined. Now we only have init_tdinfo from VMM.

This check (init_attr==curr_attr) is NOT needed.
The check needed is to compare the attr from VMM input with the attr from MigTD internal value, to ensure VMM input the correct value.
