During boot, we check for the existence of a Wifi SSID and password in /etc/rebuild-settings. If one exists, we create a Client.nmconnection.
We also create a Hotspot.nmconnection with priority -10. The Idea is that the Hotspot connection should be tested first, and if it fails for any reason, come up in hotspot mode.
Very often, the hotspot still gets activated. Bot are set to autoconnect.
I was hoping NetworkManager would be smart enought to figure this out, but perhaps it's too smart.
