Update Android targetSdkVersion

Google Play has emailed me to say they now require a high targetSdkVersion for this app. It needs to be at least 28, before the start of november,

Updated the deprecated libraries, then migrated to Androidx, but after couple of hours, couldn't fix the bugs.
@NayakNavin you can work on this, I unassigned myself.
