[feat] option to open a pull request thru Diffium

Problem to solve

i think diffium needs to be able to open up a PR against a repo

which would mean we will need to have an indicator on which branch the person is currently

the PR ux should follow the ux for the commits

this is gonna require github cli.. just fyi

either go-gh or the os command i.e. os dependency

the go-gh package will require some kind of auth i presume
