Unable to connect to Github Container Registry

Describe the bug

I am unable to configure an ORAS repo to connect to the Github Container Registry at ghcr.io despite being able login, push, and pull using the ORAS CLI.

To Reproduce

Steps to reproduce the behavior:

1. Run IPM command repo -o -n github -url ghcr.io -username isc-dchui -password <redacted> -namespace isc-dchui
2. See how installation from that registry doesn't work

Expected behavior

We should be able to connect IPM to GHCR.

System information:

• IPM version: 0.10.6
• IRIS version: IRIS for UNIX (Ubuntu Server LTS for x86-64 Containers) 2025.1 (Build 230.2U) Wed Jun 4 2025 18:54:43 EDT
• Docker or local: Docker

Additional context

This came up at READY 2026 as a blocking issue.
