Outcome

Deliver an auditable signed lifecycle for installing, activating, upgrading, and rolling back concrete Behaviors.

Acceptance criteria

• Support propose, compile a concrete Neuron, run approved and hidden tests, approve, sign, and deploy to a dedicated BehaviorHost.
• Activate exactly one revision at a time.
• Upgrade to an approved signed revision.
• Roll back to a prior approved signed revision.
• Journal every lifecycle transition.
• Prevent in-process script installation.

Non-goals

• Supporting unsigned artifacts or installing executable scripts inside an existing process.
