CTRL + n Firefox shortcut fails for n = 1 thru x, where x = no. of pinned tabs

What steps will reproduce the problem?
1. pin a tab or two
2. go to a tab
3. user Firefox keyboard shortcut   "CTRL + n"  to activate to one of the 
PINNED tabs.  Tab does not activate. 

What is the expected output?

pinned tab should be "active" tab (not sure if that's the proper nomenclature)


What do you see instead?

Nothing happens (to Firefox... me, I start seeing red.)
