Adopt uv and ruff
- Update pyproject.toml
- Update scripts in the admin folder
- Update requirements (remove pip-tools)
- uninstall pip from this virtual env
- Update WARP.md to mention to use
uv only and not pip
- Update README.md to mention that
uv is required. Rename the Testing section to "Development and testing"
