Allow projects to be opened from GH Desktop with PowerToys Workspaces on Windows

When a project is opened from GH Desktop, allow configuration of a FancyZone launch instead of a single IDE window. See if there's a Mac analogue.

Init/config flow:

1. Select from existing list of FancyZones layouts?
2. Select placeholders for each zone
3. Internally, place the correct executables in the correct zone and save as a new workspace to launch
4. Save that workspace shell command with the project metadata
